Pres Obama’s reterick was long on education promises and short on details. He wants to reward teachers if their children learn good. And continue to hire more qualified teachers bring up the quality of teachers in poor neiborhoods. As far as college goes he wants to stop backing private banks funding of student loans through Fannie Mae. He said we can give families a 000 tax credit with the money. Also he wants to use the money to increase pell grants. Then he got in trouble. He said student loans for college should set their payback at 10% of the graduates annual income. If so with pay as you go, and a 3 year tax freeze, since you can’t even pay as you go for the current budget. You need to deficit spend a trillion and a half dollars just to meet his current annual budget. So where is the money coming from. It is a contradiction. Facts are stubborn things.

These have been around for a couple of years now, and are becoming increasingly popular, with new products hitting the market every week. Looking at MoneySupermarket.com, for example, you will find dozens of pre-paid cards to choose from. They are marketed as a cost-effective alternative to using credit and debit cards abroad and a way of avoiding excessive bank charges for foreign exchange. They are typically available as Dollar Cards, Euro Cards, Sterling Cards, as well as in many other currencies.

The main advantage of the pre-paid card is that it allows you to manage foreign cash on your account whilst travelling abroad, via your mobile phone or the Internet. You can load cash onto the card, check your balance, top it up, make payments and withdraw cash from ATMs both at home and overseas. Some can also be topped up at the Post Office, making it a handy option for anyone without a Bank Account.

As well as regular travellers and holiday-makers, they are a particularly good option for under-18s, gap-year students and other young travellers, offering a way to learn to handle money responsibly, without carrying a lot of cash or borrowing a credit card from a begrudging cash-strapped parent. Another advantage for the young globe-trotter is the ability to track spending online or via their mobile.

Most cards have the option of a secondary card, so the principal card-holder can share funds with their spouse or children in a secure and controlled manner. As you can spend only what is loaded on the card, and no more, there is no risk of Junior going crazy with Dad’s credit card, as well as no risk of losing a wad of cash. In fact all those of you who need to limit and control your spending should consider using a pre-paid card: no nasty shocks and big credit bills after you return from your holiday! They are also a boon for anyone with a poor credit rating, as no credit checks are required when applying for a pre-paid card.

Amex and ICICI Bank (India’s 2nd-largest bank) have recently launched a new card targeting business people as well as holiday-makers. According to the press release:- ‘The new card is aimed at the fast-expanding customer segment of discerning travellers who have frequent travel schedules for both business and leisure’. Added benefits on offer include a 24×7 customer hotline, an international toll-free number, travel insurance, emergency travel and medical assistance, and access to the numerous offers from over 10,000 merchant participating in the Amex ‘Selects’ program in more than 76 countries.

I used a pre-paid card (Caxton FX) on a recent holiday in France, and found that it was a cheaper option than resorting to my usual debit card. For those of us, like me, with the memory and attention-span of a gnat, however, it may prove challenging to remember yet another PIN number, as well as Internet account login and password details. It certainly saved me the worry of losing cash, but introduced a clutch of new things to worry about…what if I lose my mobile, what if I lose my laptop, what if there is no Internet cafe in the rural South of France? But admittedly, that may just be me. In reality the only problem I experienced was a bit of faffing about with my mobile when travelling in rural areas with poor reception. My better half had a different card and wasn’t so happy with the service from his provider. There were endless problems trying to top up his card and check the balance; as the contact number he had been given just didn’t seem to work… When we got back we found – on a different page of the website – something that said that the short-cut number may not work outside of western Europe, and gave a full-length alternative. It would have helped if that had been on the same page as the general instructions. Although last time I looked, France WAS in western Europe.

If you do decide to go down the pre-paid route, make sure you watch out for other pitfalls, like activation fees, monthly fees, statement fees, inactivity penalties and reduced legal safeguards for lost or stolen cards. Luckily for all of us there is plenty of information available online to help you make the right choice. Do your homework and you should be able to find the right card for you. Overall I would say this is a handy addition to your wallet: once your pre-paid account is up and running you are all set for those last-minute bargain holidays. Just remember to pack your mobile.

An Exchange Student at 17

It almost feels like as if it was just yesterday when I was on my own on a plane not really knowing what to expect but excited for what the future had for me. Now I’m back home with a ton of memories, e-mails to answer, and a lot of stories to share. I don’t even know where to start now that I’m writing about my experience of being an exchange student in Appleton, Wisconsin for a whole school year.

Well, I’ve wanted to be an exchange student my whole high school life. I read about summer programs in a brochure from IFS, and I thought then that living somewhere else for a while and having friends from another country would be the coolest thing in the world. I would be on my own, have my own Indiana Jones adventure, and fulfill my dream of having something different. Pretty soon, at the end of my senior year, Mama and I were applying to IFS and we decided that a whole year would give me so much more immersion and would make the experience so much better. I had meetings in the weekends about rules, how to survive, homesickness, etc. Then I got an email. I had a host family! Next thing I knew, I had a flight booked.

I was so excited and happy and I was telling all my friends about it. I was researching about Wisconsin in books and in the Internet. Compared to what I saw on TV and what I experienced when I traveled to places like Los Angeles, California with my family, Wisconsin was different. It was more of farmland and countryside. I lived in Appleton and its population was around 70,000 and I thought it was a small town compared to our Manila. There was no traffic, they only had one major mall, and everything was in close proximity. I didn’t even know what to think of the cold weather. I just brought cotton long-sleeved shirts with me. But when winter came, I needed to get a coat. During the winter, the sun would set at 4pm and it wouldn’t go up until around 9. There were days when the temperature would go below freezing and I was wearing around 6 layers of clothing just to keep myself warm. I never even blow-dried my hair before. I had to do it every morning after I took a shower because if I didn’t, my hair would FREEZE. The thing I liked best about the cold and the snow was being able to ski. People were so excited for me and telling me all their snow stories (since we don’t have it in the Philippines). I have never skied in my life either, so I was excited and proud to learn.

I was placed with the greatest host family in the whole world. They treated me like their own and they are like real family in another part of the world. I had a host mom, a host dad, a brother and sister. Ben would always be sweet and give me hugs and kisses. I loved every minute of it because I never had a younger brother before. It was fun seeing Katie grow up since she started to be a teenager and we would always tell stories in the bathroom we shared. Through e-mails we established that I was going to call them Mom and Dad since I was never used to calling older people by their first names. I felt super loved. They made sure there was tuna in the pantry (since it was my favorite), hugged me when I needed to be hugged, let me stay out late at night with my friends, and even let me have parties in the basement.

I went to an American co-ed public high school and that was a big adjustment coming from an all-girl private Catholic school. The school was new, everyone was different and it was so diverse. I have never met so many kinds of people in just one place. I was scared during the first day of school. I didn’t know anyone, I got lost since the school was huge, and people didn’t think I knew how to speak in English every time my teachers would say, And here’s Elaine she’s a foreign exchange student. But pretty soon I started to get comfortable. It was funny how people always got surprised by how good I was at speaking in English. They’re like, Wow, you even speak better English than me. I loved answering people’s questions like, So, what do you do in the winter? or Where is the Philippines? Isn’t that near South America somewhere? or What’s it like to have a coconut tree outside your house do you have coconuts everyday? I had the chance to take fun classes like Spanish, photography, and art so I met people with similar interests as me and got to go to field trips. My favorite was going to Chicago to see my favorite painting Starry Night by Van Gogh. I was an honorary member of the International Club and there was even one time I was giving a talk about the Philippines for the school’s Global Awareness Week and someone asked me to say something in Filipino. So I said, Magandang Umaga, ang pangalan ko ay Elaine. They thought it was so cool and people started clapping and giving me a standing ovation. Just for saying my name in Tagalog!!!

I made a lot of friends and met so many people. I joined a church youth group, volunteered for a group for teens with cognitive disabilities, an indoor soccer team during winter and the girls track team during spring. Friends took me out to movies, hockey games, restaurants, road trips, rock shows and concerts. Someone even took me to see the Incubus concert! I got to do my first American prank, which was writing on boys cars with lipstick. Everyone was warm, open, and never hesitant in giving hugs. I would say that as much as I missed my family and friends at home, I never really got homesick because I had friends who made sure I was okay. They were all always there for me and helping me with all the adjustments I had to make, like school, getting rides, hanging out, shopping, going to prom, learning slang terms, everything. I will forever remember all the fun times I had with them.

One of the things I had to get used to and eventually enjoyed was how people picked up on my difference. Girls would always tell me how lucky I was to have a year-round tan and ask if I went to tanning salons! I haven’t even heard of tanning salons since I got there! Some boys would ask me how I got my hair to be so black. I was shy and surprised by how forward some guys were. Unlike here, guys do not court girls. It’s more casual. Eventually, though I got used to it. I realized that guys all over the world are the same. I became excited to be actually hanging out with all these cute boys, getting calls, and going out. Hugging with someone from the opposite sex wasn’t even a big deal, and it was something I enjoyed. Going out opened my eyes to more similarities and differences in the American culture. It was one of the times I was so proud of being Filipina. I was different, exotic, and new.

Every month, I met with other exchange students in our area. I made friends with people from Germany, Brazil, the Netherlands, England, Hungary, etc. It was fun when we were together because we saw how language, skin color or height didn’t matter. We were all the same. We even got to bond right away because we were all going through the same thing as exchange students so we talked about the differences at home, school, and out countries. I learned so many things about other cultures, and even got to share my own. I remember cooking the adobo for a Christmas party. I was stressed about it but everyone loved it!

Being away for 10 months and living alone in a completely different world has taught me a lot of things. I have grown and my perspective has changed in ways I never would have imagined. I now can say that I am independent, appreciate my family and friends here more, open to new ideas, assertive, and more confident about myself. Having my own adventure has proven to me that anything is possible and that I can do anything. It was the best time of my life and I will always remember how choosing to go out and discover what the world has in store for me was life-changing and will be something I will always cherish.

Have you ever wondered why there are so many foreign students at your school, college or university? Have you considered the possibility of you studying abroad as part of you studies?

Many full time overseas students are studying for a full degree at your college and stay for the 3 or 4 years it takes to complete the course.

There are however, thousands of foreign students studying on a short term basis, usually for the second or third year of their course. These are exchange students and as these exchange programs are generally reciprocal you may be able, as part of your study program, to study at an overseas university for a year.

Each year there are also thousands of school children who also attend school in another country for periods up to a year. Again it is not because their families have moved during the summer but it’s because they are foreign exchange students and their experience abroad is as much a part of their education as their regular classroom studies.

Foreign exchange students can be found in many different countries all over the world. They generally have an avid interest in the culture of the area they have traveled to and usually have to have at least a basic grasp of the language.

By living abroad they gain an insider’s knowledge that they could never aquire from a text book back in their homeland thousands of miles away. In addition they learn the language, often becoming fluent during their time abroad

Foreign exchange students embark on an adventure that includes living in the home of virtual strangers for months at a time. The program involves recruiting host families who provide a place to stay as well as the essentials for the foreign exchange students.

Host families are carefully screened and chosen based on certain criteria. When a host family applies to the program they are asked if they have a preference regarding the gender of the foreign exchange students or the age. The majority of foreign exchange students are in the mid to late teens.

Once the host family is chosen they are given more information on the student that will be living with them. This helps them prepare for their arrival.

The foreign exchange students in the program have usually studied the language and the culture of the country they are visiting and therefore have the ability to communicate, at least at a basic level, with their host family. Sometimes host families are surprised by the level of comprehension that the foreign exchange students have.

Foreign exchange students also have to go through a series of steps to enroll and participate in the program. Being away from their homes and familiar surroundings can be difficult and therefore they are normally expected to undergo several psychological tests including speaking with a professional. It is important for the foreign exchange students, their parents and the host family that the children are able to handle and embrace the experience.

Many foreign exchange students become an honorary member of the family they visit. When their visit has ended and it’s time for them to return home it can be a bittersweet experience. It can also be difficult for the host family as they have to say goodbye to the young person who lived with them for months.

Frequently the host family and student become lifelong friends and visit each other regularly.

If your school or college participate in a student exchange program (and most do) and you are studying a course where you will benefit from the overseas experience (e.g. a foreign language) then enquire and see whether you could be spending the next academic year abroad. Whether you are one of the foreign exchange students or part of the host family the experience can be one of the most enriching and rewarding things you will ever do.

These international scholarships are not just for students in a particular country; they could be scholarships given by organizations to students all around the world.

Most of these international students scholarships are awarded based on academic performance. In most cases, students for the areas which the scholarships are open to are required to fill applications and write essays. These applications, essays and recommendation letters in most cases are used in assessing the applicants. For some fields where more practical work is needed, the applicants could be told to develop a project and the applicant with the best project is selected for the award.

A lot of times, the scholarships are classified due to the inequality of the education level of people that need these scholarships. They could be classified under undergraduate, graduate, or postgraduate scholarship programs. That of undergraduate includes scholarships for students who are studying for their first degree mostly bachelor’s degree (BSc, BA).
